You know there isn't actually anything super special about how the Freelancers fight. People in real life could fight like them. The only thing special about them was their weapons and equipement. By the time of The Chorus Trilogy Locus and Felix had the same, if not more advanced tech than what Freelancer had. They are on par with one another.
Making Locus a Freelancer would add nothing to the story. What would be the point? Why does everone in RvB need to have a connection to another person or group in RvB. Why can't they just be them.
Also when did the UNSC ever want to get rid of the people connected to Freelancer?
you make good points but there were 50 agents only some of them were mentioned. while you could be correct we should still keep an open mind that it would make alot of sense that locus was a freelancer. felix is most likely to be some random mercanery that was tuaght by locus or siris. but you make some good points.

No. Why does it make sense for him to be a Freelancer? Ignore any ideas you have about him with memory loss. Just stop and think. Why do you. Yes you. You personally. Want him so badly to be a Freelancer? Why?
This takes the whole denial of the Meta being dead to dumb levels. They exist simultaneously in different places - During The Great War, Locus was on the frontlines, Maine was on Project Freelancer; Once it was over, The Meta was hunting for AI (which eventually his demise), while Locus became a mercenary alongside Felix - and can't be the same person.

Plus, think about this for a moment. Even if he were SOMEHOW able to talk again, even when Maine had his voice he sounded much different than Locus. Not only this, but also take into consderation how much stronger and more insane Maine was.
Ok, so first off, maine was a soldier who began wanting to be more human, and locus is a human trying to be a mere soldier. complete opposites.
second, locus got motivated by maine's armor, and referred to it by the third person meaning he didn't want it because he wanted his shit back.
last, carolina, wash, and the sim troopers would've recognized locus's similar behaviors to maine.

Look, I loved Maine. He was my second favorite villain of the entire series, and was my favorite freelancer in seasons 9-10. But it's time to move on.
