Maybe because they would want to see how an AI could further enhance the capabilities of a SPARTAN, this could further be evidenced by the experimental nature of the project and the fact that Maine, at that point would be...expendable.

</p><p>If you think about it, this could explain some things about him, such as his super strenght or his weight (Average SPARTAN weighs 120 kg, Maine's a big guy, he could have weighted even more) and also his resilience as he gets shot (8 Times), ran over and beaten before getting medical aid. His mental instability could explain how sigma could have been able to manipulate him so easily and he also became proggresively more dependent on him for doing things such as, speaking : Voicing his thoughts and the such.

In Change in plans the Chairman did say that Project Freelancer was trusted with one of the military's most valuable assests, and we hear this while Maine is gearing up, this could mean that Maine was the asset that the military had trusted Project Freelancer with. </div>Not so fast, remember Maine's Armor is also extremely well built, even compared to the other freelancer Spartan Armor models (which are likely experimental versions of actual SPARTAN armor, meaning, uhm... lets just say unpleasant things for those who had to be trained to get into that armor, unless after the war they found a way to get it on without having to basically break into the persons body). It had survived at least 300 times more punishment than anyone elses, and, although he may be physically strong, his armor certainly provides him with a boost on the already present strength, also, the extra weight can be explained by the amount of armor he is wearing (also making him appear physically bulkier compared to his partners) the different face shield is also an indicator of his armor being more advanced. The fact that it was given to him though speaks volumes of his familiarity with powered armor, meaning that he could easily have been a failed SPARTAN II and as he had the most experience with powered armor he was trusted with it. But, it could also be because he is the least tactically intelligent member of the group, he takes the worst or least cover at all times, is always the first one injured or shot and never thinks outside of the box, they could have given him the armor simply because otherwise he would have been dead in seconds with his urge to simply charge and deal with his problems up close and head on. So, either skilled but unstable, or powerful but stupid, your choice

<p>He's not stupid, just probably not the smartest of the group, besides he doesn't really need to dive behind cover due to his resilience.
